The 3 Golden Rules / 鉄則3カ条

  1. Declare everything edible. In the US and Australia, declaring costs you nothing even if the item is refused — not declaring is what triggers fines (Australia issues on-the-spot penalties of hundreds to thousands of dollars).
    食べ物は全部申告する。米国・豪州では、申告すれば没収されても罰金なし。罰金の原因は「申告しないこと」です(豪州はその場で数百〜数千ドルの罰金あり)。
  2. Keep commercial packaging sealed. Unlabeled homemade or loose food is far more likely to be refused. Ingredient labels (even in Japanese) help officers clear items faster.

  3. When in doubt, eat it in Japan. Fresh fruit and anything containing meat rarely survives any border. That ¥3,000 Japanese peach? Enjoy it at your hotel.

Safe Almost Everywhere / ほぼ全世界OKなお土産

Commercially packaged sweets and baked goods travel well: KitKats, Tokyo Banana, yatsuhashi, senbei rice crackers, cookies, chocolate. Also generally fine: green tea, coffee, dried seaweed snacks, instant miso soup without meat, and packaged seasonings (soy sauce, yuzu kosho, furikake without meat flakes). Australia still wants them declared — but declared sealed snacks almost always pass.

The Big No-Gos / 要注意ワースト3

1. Anything with meat / 肉が入っているもの全部

This is the #1 confiscation category. The US, EU, UK and Australia all prohibit meat products from Japan — and that includes the sneaky ones: wagyu jerky, retort curry with beef, instant ramen with meat-based soup packets, gyoza, meat buns, sausage snacks. “But it’s cooked/dried/vacuum-packed” doesn’t help — processing does not make it legal.

2. Dairy — for Europe / 乳製品(EU・英国行きの人)

The EU and UK ban meat and dairy from non-EU countries. Cheese-filled snacks and butter are out. The good news: ordinary chocolate, biscuits and cakes that merely contain milk as an ingredient are fine — Hokkaido butter cookies pass, a block of Hokkaido cheese does not.

Japan’s famous ¥10,000 melons and jewel-like grapes are effectively impossible to take to the US, EU or Australia (prohibited or requiring plant-health certificates). Eat them here.

Packing Sake & Whisky / お酒の荷造り(100mlルール)

Standard carry-on liquid limits apply worldwide: containers over 100ml can’t go in hand luggage. So that 720ml bottle of sake goes in checked baggage, wrapped in clothes or a padded bottle bag. Exception: bottles bought after security or on board, kept in the sealed duty-free bag — but if you have a connecting flight with a second security check, the sealed bag may still be confiscated. Buying at your final departure airport is safest.

機内持ち込みは世界共通で100ml超の液体NG。720mlの日本酒は預け荷物へ——服やボトルケースで包んで。保安検査後や機内で買った酒は密封袋のまま持ち込めますが、乗り継ぎで再検査がある場合は没収されることも。最終出発空港で買うのが一番安全です。

Heads-Up: Japan’s Tax-Free System Changes November 2026 / 日本の免税制度が2026年11月に大改正

From November 1, 2026, Japan switches to a refund-style tax-free system: you pay the full price including 10% consumption tax at the store, then receive the tax back after customs confirms at departure that the goods are leaving Japan. The old sealed-bag requirement for consumables (those tamper-proof plastic bags you couldn’t open in Japan) and the ¥500,000 consumables cap are abolished. Until October 31, 2026, the current system still applies — so for now, don’t open that sealed bag before you leave.

2026年11月1日から、日本の免税は「リファンド方式」に変わります。店では消費税込みで支払い、出国時に税関が持ち出しを確認した後で税金分が返金される仕組み。消耗品の密封袋(日本国内で開封禁止のあのビニール袋)と50万円上限は廃止されます。2026年10月31日までは現行制度のままなので、それまでは密封袋を出国前に開けないよう注意。
